    Narxoz Law and Public Policy is the official scholarly publication of the Narxoz University School of Law and Public Administration. On the pages of the journal, we publish articles on the most relevant topics in the field of law and public administration from leading experts from Eurasian countries. Our School offers high requirements for publication and is ready to answer with its name for the high quality of articles and professional work of reviewers.
    In the Journal are published leading scientists of universities and analytical centers of Kazakhstan, researchers from other academic and non-academic institutions, foreign researchers, representatives of the legislative and executive authorities of the Republic of Kazakhstan and the CIS countries.


    Our main purpose is to stimulate scientific and public debate on sensitive issues and offer real opportunities to improve the mechanisms of observance of the law and increase the quality of public administration.
The Editorial board of Narxoz Law and Public Policy adheres to generally accepted principles and standards of ethics applicable to the publication of scientific materials. The Editorial board of the Journal considers copyright infringement and plagiarism unacceptable from the point of view of law and science, and from the point of view of moral standards. These violations serve as a barrier to the development of science and undermine the authority of the publication, the University and the academic community as a whole.
The Editorial Board trusts its authors and proceeds from the fact that before submitting the material for consideration, the authors and reviewers familiarized themselves with the ethical principles of the Journal and the requirements for publications (see ethical principles of authors; ethical principles of reviewers, requirements for publications).
Our editors strongly oppose any manifestation of plagiarism in the works offered for publication. If facts of plagiarism are found before or after the publication of the issue, the article is excluded from the list of candidates for publication or withdrawn from the already published issue.
All articles under consideration go through a blind peer review process, in which the Editorial Board undertakes to monitor the absence of a conflict of interest between the parties. Reviewers cannot be the author or co-author of the peer-reviewed work, as well as scientific supervisors of the authors – applicants for a scientific degree.
Our Editorial Board selects reviewers according to their professional level and knowledge in the field of law, economics, public administration or related fields of science, within which the research of the proposed manuscript was carried out.
Decisions on publication are made by the editors based on the professional level and quality of the materials provided, regardless of the preferences of individual members of the Editorial Board, race, gender, nationality, religion, ideological or political views of the authors.
Guided by the principles of academic honesty and ethics, any fundamental substantive adjustments made to the text or proposed for introduction are agreed with the author of the manuscript. In case of disagreement with the editing, both parties have the right to refuse to publish the material or to find a solution based on consensus.
Guided by the norms of law and ethics, the editorial office undertakes not to transfer to third parties the data obtained from the manuscripts submitted by the authors.
The materials published in the journal may not coincide with the opinion and point of view of the Editorial Board, School or University. However, the Editorial Board assumes responsibility for the published material.

Registration rules

  • About acceptance of the article
    The Editorial Board will consider only previously unpublished articles. The article needs to be submitted in the electronic format (.doc, .docx) and can be written in Kazakh, Russian or English language. The author can submit only one article per issue, including articles written with co-authors. The number of co-authors in one article cannot be exceed the number of three people.
  • Article volume
    An article (in .doc, .docx formats) with 12 to 16 pages of the main text (excluding the title, information about the authors, abstract, keywords, bibliography) is submitted to the editor through the article submission system on the journal’s official website.
  • Font
    Font – Times New Roman. Font size – 14 pt. Alignment – justified. Single line spacing. Indention – 1.25 cm. Page margins: upper and lower – 2 cm; left – 3 cm and right – 1 cm.
  • Formulas
    When creating formulas, it is recommended to use Microsoft Equations 1.0-3.0 – working via Insert - Formula command.
    The dimensions of the formula should not exceed 16 cm in width and 24 cm in height. Font: Times New Roman, 14 pt.
    The numbering of formulas should be sequential throughout the text. All variables must be decoded. More details in the requirements
  • Figures, Tables
    Figures (graphs, charts) and tables are presented directly in the text with the numbering, title (for example, Figure 1 - the name of the picture) and the source as a note (12 pt.) (For example, Note – compiled by the author (s) based on the source [...]). The numbering of tables / figures should be sequential throughout the text. Figures are numbered separately from the tables. Figures (graphs, diagrams) and tables should not exceed 20% of the total article.
    Abbreviation in the "pic." Format are not recommended; you should type the word in full and put a space after the number (Figure 1 shows the data ...; see table 1). The size of the picture should not exceed 16 cm in width; 24 cm in height. The inscriptions in the figures – 9 pt. A reference to the figure in the text is required.
    The name of the picture is placed under the picture (in the center) in Times New Roman font 14 pt. More details in the requirements
  • Tables
    When creating a table, it is recommended to use the capabilities of Word or Excel. Manual tables are not used (large number of spaces, without using cells). Table design – legend above the table without an indentation (Times New Roman 14 pt., explanatory data to the table – 12 pt.). A table is followed by a dash after the number, name of table – with a capital letter. More details in the requirements

    Article structure consists of the following elements:

    • Abstract (150-200 words) in three languages ​​
    • Introduction
    • The main part of the study
    • Research results (Conclusions)
    • References in the source language and romanized alphabet (transliteration)

  • Ethical principles of the authors of the journal
    • The editors of the journal "Narxoz Law and Public Policy" are guided in their work by the provision that each author who sends his manuscript to the journal agrees with the following ethical principles:
    • The list of authors of the manuscript includes all persons who made a significant contribution to the preparation of the manuscript material, and only they.
    • All co-authors initially agree with the choice of the only representative of their team as a contact person for negotiations with the Editorial Board. The same contact person is responsible for keeping the co-authors informed about the progress of negotiations with the Editors.
    • The author (s) submit the results of the original scientific research to the Editors for consideration. Bibliographic references are presented to the materials of third-party research required for the preparation of the manuscript, which are formatted in accordance with the requirements of the journal "Narxoz Law and Public Policy."
    • There are no unformed quotes, incorrect borrowings and plagiarism in the text.
    • The author(s) are solely responsible for all submitted material, ensuring that there is no falsified or fabricated data in it.
    • The manuscript has not been previously published and is not simultaneously submitted to other journals for peer review.
    • Self-citation is limited to the maximum 5 references to the article.
    • The graphic material presented in the manuscript is either original and belongs to the authors of the manuscript on the basis of copyright, or is made out with the help of bibliographic references.
    • The author of the article is a person who was directly involved in writing the article, developing and collecting material, analysis and interpretation. The team of authors decides any questions about authorship on their own, this area does not fall within the competence of the Editorial Board, but the Editorial Board reserves the right to suspend the preparation of the manuscript for publication in the event of an active conflict between the authors.
    • The authors have the right to indicate other persons involved in the development of the article, but did not make a significant contribution, in the section "Acknowledgments".
  • Unethical behavior of authors
    • In the event of violation of ethical principles by the authors, the Editorial Board first contacts the authors to find out the reasons for the violation, and then reserves the right to withdraw the article from the preparation for publication or already issued issue.
    • If the fact If plagiarism is proven, the Editorial Board reserves the right to reject the author's manuscript and terminate cooperation with an individual author.
    • If the fact of plagiarism is discovered after publication, the Editorial Board reserves the right to withdraw the article from the journal.
